You are required to register for VAT if your sales exceed £61,000 in any twelve-month period. When you become self-employed you only need register for VAT if you think you will make an income within a short space of time of £61,000, i.e. you have suddenly be offered a huge commission and you know your income is going to be over this limit.
If at the end of the financial year you have reached a sum very close to £61,000 you need to register as soon as possible. You need to apply for the forms from your local Customs & Excise office, see (address and number listed for central help line). You can be fined by Customs and Excise if you fail to do so. You can only charge VAT if you are VAT registered at the current rate of 17.5%. More information is on the Her Majesty's Customs and Excise website's Introduction to VAT pages.
